Assistant Finance & Administration Manager
Responsibilities:
The Assistant Finance & Administration Manager is responsible for the overall financial management and administration of GEC. The role ensures strong financial governance, regulatory compliance, efficient administrative systems and effective organisational support to programmes and partners. The position will understudy the current GEC F&A Manager and will take over accordingly.
1. Financial Management
- Maintain and oversee the full set of accounts for GEC.
- Manage project and programme financial reporting.
- Ensure sound cash flow, investment, and fund management.
- Conduct internal financial reviews and verification.
- Coordinate and oversee organisational and project audits.
- Supervise, mentor, and build capacity of finance staff.
- Provide financial guidance to programme and administrative teams.
2. Administration & Office Management
- Develop, implement, and review administrative procedures and SOPs.
- Ensure compliance with labour laws and internal policies.
- Oversee recruitment, staff records, performance monitoring, and training coordination.
- Manage staff insurance and organisational risk coverage.
- Supervise administrative staff and office operations.
- Oversee office facilities, equipment maintenance, and project office setup.
- Maintain roster of associates and consultants.
- Oversee IT systems and ensure proper maintenance and functionality.
3. Organisational Support & Development
- Organise and support Board and Management meetings.
- Support workshops, events, and programme activities.
- Contribute to proposal preparation, budgeting, and donor reporting.
- Provide financial and administrative support to partners and projects.
- Contribute to organisational planning and management processes.
4. Other Duties
- Undertake additional tasks as assigned by Management.
Job Requirements:
- Bachelor’s Degree in Accounting, Finance or related field (Master’s degree or professional qualification such as ACCA/CPA is an advantage).
- Minimum 10-15 years of relevant experience in finance and administration management.
- Experience in NGO or project-based financial management preferred.
- Strong knowledge of accounting standards and financial reporting.
- Familiarity with labour laws and organisational compliance requirements.
- Strong leadership, organisational and communication skills.
- High level of integrity, attention to detail and problem-solving ability.

Programme Officer
Duty Station: Manjung, Perak
Programme Officer
Responsibilities:
To lead the implementation of GEC projects focused on the community-based management of mangrove and coastal ecosystems in Johor, Perak, Selangor, and other parts of Peninsular Malaysia. This includes overseeing mangrove conservation and restoration, hydrology management, and the prevention of greenhouse gas (GHG) emissions. Additionally, the officer will lead the development of sustainable livelihood programmes based on mangrove forest resources for local community groups.
Specific duties include:
- Provide technical support on best practices in mangrove management and restoration, as well as impact evaluation techniques;
- Implement ongoing projects on community-based management of mangrove conservation and restoration;
- Manage and coordinate mangrove-based product development projects linked to sustainable livelihoods;
- Evaluate and resolve technical feasibility, design optimisation, and production issues, ensuring labeling and marketing/promotional literatures / materials match product specifications;
- Research and monitor the existing client base and industry developments, identifying potential new product opportunities;
- Collaborate with other organisations to establish design, technology, product development, and vendor strategies;
- Develop new projects and activities in partnership with local government, community groups, the private sector, and other NGOs;
- Manage and guide a team of programme officers, support capacity building, knowledge sharing, and resource management to ensure the team supports GEC’s current and future programmes/initiatives;
- Support measures to empower and enhance the livelihoods of targeted local communities;
- Develop strategic project implementation plans and support the sustainability of existing community programmes;
- Develop linkages and support collaboration among key stakeholders in Johor, Perak, Selangor, and Peninsular Malaysia;
- Develop and implement awareness and education programmes for school students, local communities, and other stakeholders;
- Engage in resource mobilisation activities/funding for mangrove-based product projects; and
- Support the development of larger proposals for project management of mangrove-based products.
- Support the day-to-day operation, maintenance and continuous improvement of Manjung facilities; and
- Develop and implement awareness and education programmes for school students, local communities and other stakeholders.
Job Requirements:
- Self-motivated and able to work independently with minimum supervision.
- Bachelor’s/Master’s degree in a relevant discipline (product development, mangrove/coastal conservation biology, environmental science, social science, natural resource management, climate change, or programme management).
- Minimum 3-4 years of relevant working experience in community-based product development, natural resource management, or environmental education/outreach programme coordination.
- Strong people management and leadership skills, with a proven ability to mentor and motivate others.
- Willingness to work in field conditions and adapt to odd working hours.
- Pleasant personality with good public relations capabilities.
- Excellent interpersonal and networking skills, especially within the local community and multi-stakeholder contexts.
- Experience in organising environmental education programmes, guided interpretation or community engagement activities will be an added advantage.
- Fluent in Malay and English.
- Possesses good writing and communication skills.

Responsibilities:

Responsibilities:
- To support implementation of activities related to river basin management, water conservation, environmental stewardship, resource management mainly through nature-based solutions as well pollution and disaster management especially flood preparedness and community resilience;
- To promote stakeholder mainly community engagement, community participation, building positive partnership through integrated river basin management;
- To establish link with community groups and engage them in the project through series of activities, workshops, events and initiatives which lead to project sustainability;
- Work with existing and new stakeholders including government, private sector, university, community and public to plan and deliver outcome that help to increase greater sense of stakeholder ownership into integrated river basin management;
- Contribute in planning and development of materials for sustainable water management including implementation of local biodiversity action plan, river water quality, volumetric water benefit and river health, as well as climate change;

Job Requirements:

- Minimum Degree in the Environment Conservation, related or equivalent.
- Environmental Education experience is an added advantage.
- Knowledge on water volumetric balance.

- Willingness to travel and be independent at project site.
- Driving license and own transport is an advantage.
